Taxi

What makes an effective and sustainable taxi system work? Why are taxi systems in some cities around the world better designed and better managed than others? This is topic that interests me greatly and I have some ideas on the subject. I am especially interested in why NYC taxi system does not work efficiently and effectively and what can be done to bring it up to the standard of say the systems in London or Tokyo?
